Flash Video Bandwidth Is there a way to limit it?

Is there a way to limit the allowed bandwidth with flash files? Possibly while creating the flash file itself?
I have a set of flv videos (up to 150mb ea) that are taking up a large amount of bandwidth. What I’d like to do is limit them to around 10k/s per file.
I’m on a windows 2003 server with IIS 6.0.
